I don't know about finding one to restore but Council Tool still makes one: www.supplycache.com/Shovel-Forest-Fire-Shovel-Council-Tools/productinfo/651-24401/If you are looking for a "dead" one to restore though I would recommend you check with your nearest rural FD and see if they have an old one they are ready to throw out. In my experience Firefighters are some of the best people you will ever meet and it's likely that if they have an old one they'll either give it to you or sell it cheap. Take beer with you and success is likely.

I see old fire shovels for sale on Ebay from time to time. A rural fire department has been selling the orange plastic sheaths (only) on EBay (10 for about $30 including shipping). I've picked up two fire shovels myself out in the woods (rusty pans, rotten handles).
Another place tog or old tools is the federal government's "GBay" website. Sometimes they dispose of excess/used equipment and materials there. I work for the Feds and we surplus a lot of equipment to GSA who then turn around and sell it on GBay. You can get everything from file cabinets to 4x4 trucks on the GSA website auctions. You might have to buy in bulk but there are worse things that having extra tools to sell or trade!
